Name: "Tom Ingram"The DCA is in fact looking at relaxing transportation concurrency requirements in urban areas, along the lines of the property rights zones you mentioned, in an effort to use market forces to reduce development pressure on rural areas and reduce regulatory impediments to higher density development. It is far, far from a complete relaxation of the rules, but would provide a modest incentive to redevelop in areas that already have urban services.
